In April 1996, I was assigned to the Maine State Ferry Service as General Manager. Captain "Ray" O'Neal was one of a very small group of employees selected to assist in developing policies and procedures that would lead to AB's being trained and upgraded to Captain positions and designing uniforms for crew members. Ray's insight to management's position and a clear understanding of younger crew members' needs was amazing. He was very intuitive and always willing to assist. His ideas and opinions were highly respected. I considered Ray a true professional and friend.
