I first met David when he took over as landfill manager at the Rockland solid waste facility. At that time I was the DEP staff responsible for over-sight of the facility. Overtime, he and I developed a good working relationship which helped improve operations at the facility and provide a good path towards cooperative relations between the City and DEP. Ironically, at the end of December 2015, I took over his position as Assistant Code Enforcement Officer when he retired earlier in the year. I would like to think I have over the past three years honored and carried on his reputation for the position. I can tell you first hand, as I have met people in the field who dealt with him, that he was truly loved and respected. I can not think of any more telling and poignant testimonial than that.
